Deleting your Duolingo account does not cancel the subscription. Duolingo's help page stresses this. You will keep being charged — cancel the subscription first.
Cancel on whichever platform you subscribed through: the website, the iOS App Store and Google Play are each handled separately.
Duolingo's Chinese help page is Simplified Chinese only. That is the only Chinese version their help centre has — the link is not wrong. The steps are the same.
